Summary and decision
Build interventions that address the diagnosed barriers and fit the workplace concept.
Decision: Select a feasible intervention portfolio and assign pilot owners.
Preparation
- Bring prioritised barriers and future-work criteria.
- State available budget, time and decision rights.
Audience
8-16 people: affected employees, HR, FM, IT, designers, managers and budget owner.

Exercises A and B
Exercise A: Intervention logic
- For each barrier, identify the condition that must change.
- Generate options across space, process, policy, tools, learning and communication.
- Write a testable link between intervention, condition, practice and outcome.
Exercise B: Portfolio selection
- Compare options for effectiveness plausibility, feasibility, burden and inclusion.
- Identify core requirements and locally adaptable elements.
- Assign owners, resources and a decision to pilot, revise or drop.
Worksheets
Worksheet A
- Barrier and evidence
- Intervention and mechanism
- Expected practice and outcome
- Test and alternative explanation
Worksheet B
- Option and expected benefit
- Cost, effort and inclusion
- Core and adaptable elements
- Owner and pilot decision
Illustrative example
Illustrative, not a real case
- Illustrative: a booking problem combines unclear rules and recurring empty reservations.
- The portfolio tests clearer permissions, release rules and practical instruction.
- The pilot checks realised use and employee effort.
Completion criteria
- Every intervention addresses a named barrier.
- Delivery capacity and cost have owners.
- Each material assumption has a pilot or evidence plan.
Follow-up
- Take selected interventions to W09.
- Update workplace requirements when a barrier needs design change.
Points of attention
- A popularity vote cannot override access or operational requirements.
- Avoid choosing communication for every barrier.
Workplace phase and change activities
Workplace: Develop (phase in the Workplace method)
Change Management
- Design
Why this workshop helps: Builds an intervention portfolio that addresses diagnosed barriers, with pilot owners.
Adapting outside a workplace setting: Drop the fit with a workplace concept; check fit with the process, system or policy instead.

Sources and downloads
Sources
Michie, van Stralen & West (2011). The behaviour change wheel
Why here: Informs the link between a diagnosed barrier, the condition that must change and the expected practice. The intervention logic is our own synthesis; this source does not validate the workshop.
- Finding:
- COM-B organises behaviour diagnosis around capability, opportunity and motivation.
- Limitation for workplace:
- A framework for analysis does not establish which workplace intervention will succeed. Our worksheets are original adaptations.
Skivington et al. (2021). A new framework for developing and evaluating complex interventions
Why here: Informs the attention to feasibility, core and adaptable elements and testing assumptions before scaling. It does not validate this workshop.
- Finding:
- Context, programme theory, stakeholder involvement, uncertainty and iterative refinement belong throughout intervention development.
- Limitation for workplace:
- Guidance from health research informs our design. It does not validate this workplace workshop sequence.
