  • List groups missing from previous consultations.

Exercise A: Stakeholder ecosystem

  1. Map affected groups, actors, enablers and decision-makers.
  2. Identify operational, shift, remote and accessibility perspectives.
  3. Record who is missing and how to reach them.

Exercise B: Participation agreement

  1. Assign inform, consult, co-design or local decision to each topic.
  2. Explain what can change as a result of participation.
  3. Agree who responds to input and by which date.

  • Illustrative: the building choice is fixed but neighbourhood allocation is open.
  • Shift workers receive a paid session during their working hours.
  • The team publishes which suggestions changed the design and why.

Completion criteria

  • Each affected group has a participation route.
  • Decision boundaries are visible before invitation.
  • Response ownership includes unpopular suggestions.

Follow-up

  • Create the community group and schedule its first review.
  • Review representation again after W03 reveals new impacts.

Points of attention

  • Consultation does not replace formal employee-representation processes.
  • Participation must not imply consensus or an unlimited right to decide.
